Mongolian Information and Communication Operators Association has studied pressing issues to establish, utilize and protect communication network and has worked to propose analysis on them, and definite solutions to the related governmental agencies. In the framework of this work it has worked in cooperation with Communication Regulatory Commission to update standards to establish Information and communication network and for the latest 2 years several standards have been updated and developed newly.
Between 2019-2020 Mongolian Information and Communication Operators Association has updated the following standards and some of them have established working groups.
One. Standard on establishing tower.
U. Tamir, Executive Director of MICOA has worked as a team leader to make amendments into the standard on MNS 5884:2019 “General requirements to establish communication tower, pole, and rooftop” and team including N.Bayarkhuu, specialist of Labour protection and Occupational safety department of Information and Communication network Shareholding Company, M.Enkh-Orgil, Senior engineer of Infrastructure planning of Unitel LLC, O.Otgonbayar, Site development and construction engineer of Mobicom Corporation, Z.Otgonkhuu, Senior planning engineer of Media and IP network department of “Skytel” company has worked on it.
New regulations to solve difficult problems raising in connection with establishment of tower of this standard, base design and draft to establish tower in connection with the international standard, modern conditions on design of one type, utilize tower produced by subscription in decoration type, install pole and rooftop on the roof of building, determine tiredness degree of tower with aging over 10 years, improve protection of working platform and have protection system to protect employees in the tower from falling were indicated.
The standard was adopted by the Technical Committee of Information and Communication Standard in 2019 and it was registered at state standard with the number of MNS 5884:2019.
Two. Standard to go across the road. S.Ariunbold, senior engineer of technical planning of Mobicom Corporation has worked as a team leader to renew standard on MNS 6597:2016 “General requirements to install communication cable and line to go across auto road and railroad and via bridge facility” and team including U.Tamir, Executive Director of MICOA, and O.Narantuya, design engineer of Skynetworks LLC have been working.
In the standard new regulations were indicated to use jacking method to make the pipeline in underground by pushing the pipe from the driving shaft with the jack using special mechanism, plan to indicate communication networking in technical requirements of design of one type, production and budget standard norm to construct auto road and bridge facility and standard requirements to go across communication line and network and auto road and railroad and install in bridge facility have been clarified more and more. The standard was supported and adopted by the Technical Committee of Information and Communication standard in 2019 and supported and adopted at the meeting of the technical Committee of Railroad standard dated on 19 June 2020. It has been waited for discussion of the Technical Committee of Auto road standard.
Three. Standard on distribution network planning of housing. Ts. Bold, Ph.,D, General engineer of Skynetworks LLC, Honored teacher of Mongolia, consultant engineer, has worked as a leader of the team to make amendments into the standard on MNS 6580:2016 “Planning and general requirements of information and communication fixed network of housing building” and the team including O.Otgonbayar, Site development and construction engineer of Mobicom Corporation, B.Bayarkhuu, senior engineer of Network planning department of Unitel LLC and B.Altai, manager of MICOA /former/ worked in it.
In the standard many issues, which has raised disputes due to indicating version to choose information and communication network type of housing with double meaning, have been difficult to implement technical room, standstill, some indicators of cable, type, mark and requirements in practice, how and in which technology to insert fibre optic inside from the roof of a building, has not been non-standardized, have been renewed.
The standard was adopted by the technical Committee of Information and communication standard in 2019 and was registered at the state standard with the number of MNS 6580:2019.
Four. Safety standard. Working group to update MNS 5596:2020 Safety requirements to operate in Information and Communication network has been working and U.Tamir, Executive Director of MICOA has worked as a team leader and the team including Sh.Ganbold, lecturer of School of Communication and information Technology, Z.Buyankhishig, lecturer, Ph., D, N.Bayarkhuu, specialist of Labour protection and Occupational safety department of Information and Communication network Shareholding Company, M.Enkh-Orgil, Senior engineer of Infrastructure planning of Unitel LLC, and D.Otgonjargal, staff of MICOA has worked.
In the standard safety requirements for engineers and technical staff to operate in information and communication network have been compared with complying with it in practice and common safety standards and updated and in the standard each network structure, component and part have been covered and safety requirements have been indicated completely.
By the present time suggestions and comments of totally 12 organizations of the sector have been taken on the standard, and suggestions and comments of Ts.Erdenetsetseg, Honored communication operator of Mongolia, consultant engineer, expert appointed by Communication Regulatory Commission have been indicated in it. It was supported at the meeting of the Council of Science, Technique and technology of Information and Communication dated on 03 July 2020 and it has been ready for discussion of the technical Committee of Information and Communication standard.
Five. Standard of technical room. It has been common to withdraw not planning technical room to plan information and communication network of new building and housing, and in case it has been planned, there have been many occasions the room does not ensure standards on space and area to place technique and devices and other standard indicators. In order to solve the problem standard on “Requirements on technical room of information and communication” has been developed newly and Ts. Bold, Ph.,D, General engineer of Skynetworks LLC, Honored teacher of Mongolia, consultant engineer has worked as a team leader and the team including Sh.Ganbold, lecturer of School of Communication and information Technology, Z. Buyankhishig, lecturer, Ph., D has worked.
In the standard location of technical room, its space, area, requirements for design, requirements for environment including electricity feeding, ventilation, lightening, heating and humidity have been determined.
Currently, proposals of totally 12 organizations of the sector have been taken to the standard, suggestions and comments of T.Enkhtuul, ISO trainer and consultant engineer of construction of Mongolia, expert appointed by Communication Regulatory Commission have been indicated in it.
It was discussed and supported at the meeting of the Council of Science, Technique and technology of Information and Communication dated on 03 July 2020 and it has been ready for discussion of the technical Committee of Information and Communication standard.
