On March 29, 2025, within the framework of the “Eastern Regional Forum 2025” held in Chinggis City, a meeting and discussion were organized with the participation of land officers, chief architects, and heads of land management departments and divisions from the three eastern provinces.
The discussion was attended by a total of 19 participants, including Mr. D. Batbayar, Head of the Public Information Infrastructure Division of the Ministry of Digital Development, Innovation and Communications; Mr. T. Batbold, Director of the Regulatory Policy Implementation Department of the Communications Regulatory Commission; Ms. Kh. Ninjbolor, Head of the Regulatory Policy and Planning Division; Ms. M. Erdenetsetseg, Senior Specialist for Communications Network and Infrastructure Regulation; as well as representatives from the participating provinces.
The primary objective of the discussion was to address key topics, including the readiness of communications infrastructure tailored to the region, land management issues, the implementation of 5G technology, universal access to high-speed internet, urban planning, coordination of right-of-way areas, and the development of telecommunications network infrastructure. The participants explored these critical issues from multiple perspectives and engaged in discussions on the challenges and potential solutions specific to each province.
The participants emphasized the need to strengthen public-private partnerships and enhance policy coordination in the development of communications infrastructure. Furthermore, they highlighted the importance of establishing a clear mechanism for stakeholder engagement—listening to concerns and collecting feedback—in collaboration with the Communications Regulatory Commission (CRC) during future regional development forums. It was also noted that greater focus should be placed on formulating policies that are responsive to the specific needs of local communities.
