On March 2, 2022, MICOA held a regular morning meeting to discuss the draft of the revised Housing Law.
The heads and experts of the Technical and Legal departments of MICOA member organizations participated in the meeting. Kh. Ninjbolor, Head of the Department for Implementing Regulatory Policy, A.Uranchimeg, Senior Specialist, and M.Angarag, Specialist from the CRC were invited to these discussions.
Due to insufficient implementation of existing outdated regulations, this new Law consolidates the Law on Housing, adopted in 1999, the Law on the Legal Status of Apartment Owners' Associations, adopted in 2003, and the Law on Common Ownership of Public Apartment Buildings. An assessment of these existing laws concluded that they do not fully meet their purposes and lack impact.
During the meeting, the members discussed how the draft legislation regulates construction engineering across all infrastructure sectors and how it impacts the issues encountered in the construction of information and communication networks. The participants agreed on proposed amendments to the draft law to ensure they are in line with the reform of building standards and regulations, considering the solutions to the problems encountered in relations with the Condominium Association. At the end of the meeting, members agreed to consolidate their proposed amendments and submit them to lawmakers through the Communications Regulatory Commission.
